The Programme of the Cyprus Presidency of the Council of the EU

The Council of Ministers has approved at its latest meeting on 12 June 2012, the Programme of the Cyprus Presidency of the Council of the EU. As it is customary in all the Presidencies, the Programme outlines the political priorities of the Cyprus Presidency specially prepared for when Cyprus takes over the Presidency of the Council of the EU on 1st July 2012.

The six-month programme of the Cyprus Presidency includes the strategic priorities of the Presidency, as well as the main issues to be addressed by the Presidency per sector as detailed below:

1. Europe, more efficient and sustainable

2. Europe, with a with a better performing and growth-based economy

3. Europe, more relevant to its citizens, with solidarity and social cohesion

4. Europe in the world, closer to its neighbours

The main priorities of the Cyprus Presidency were determined on the basis of the issues that will be inherited by previous Presidencies, as well as the issues that the European Commission will include in its work programme for 2012. In determining the priorities the socio-economic developments and especially the current economic crisis and its consequences were taken into account. The Cyprus Presidency through the issues it will address will work towards a Better Europe, on the basis of the principle of solidarity, promoting social cohesion and growth through more effective policies.

  • In the framework of a Europe, more efficient and sustainable, the Cyprus Presidency will give emphasis to the Multiannual Financial Framework 2014-2020, namely the budget of the Union for the next seven years, and the conclusion of the negotiations on the framework.
  • Emphasis will also be given to the progress of negotiations on the common policies and the financial programmes of the new seven year period. Special attention will also be given to the energy policy, the sustainable management of waters and to reenergizing the Integrated Maritime Policy.
  • Seeking a Europe with a better performing and growth-based economy, the Cyprus Presidency will focus on the new enhanced framework of economic governance, on the monitoring of the implementation of the “Europe 2020” Strategy and on the issue of financial services. In addition, the Presidency will promote the deepening of the internal market aiming to revitalize the European economy and support the Small and Medium Enterprises.
  • The Cyprus Presidency will also work for a Europe more relevant to its citizens, with solidarity and social cohesion, giving emphasis to youth employment, issues related to the European Year of Active Ageing and Solidarity between Generations, as well as the protection of the European citizens’ personal data.
  • The Presidency seeks to bring Europe closer to its citizens by giving emphasis to issues related to health and children’s wellbeing, the combating of child poverty, the promotion of literacy and other issues of education and culture. Finally, the Cyprus Presidency, aspiring to a Europe in the world, closer to its neighbours, will place special emphasis on the southern dimension of the European Neighbourhood Policy, on the enlargement processes, on the effectiveness of the development goals and on the strengthening of food security.

The six-month programme will be posted on the official website of the Presidency (cy2012.eu) with the commencement of the Cyprus Presidency beginning the 1st of July, 2012.
